Meeting 11

City of Rockville Board of Supervisors of Elections met Nov. 26.

Here is the minutes provided by the board:

Boardmembers Present: Chair Lois Neuman, Sabrina Dawson, Graham Johnson, Robert Kurnick, and Stephen Weiner

City Staff Present : City Attorney Debra Daniel, City Clerk/Director of Council Operations Sara Taylor- Ferrell, and Sr. Assistant City Attorney Jodi Schulz

Convene and Welcome

Chair Neuman convened the meeting at 9:00 AM, welcomed the new Boardmember Kurnick and those present.

Approval of Minutes

There were no minutes for approval.

Questions to the Board

There were no questions for the Board.

City of Rockville Communications Update

Communications Manager Marylou Berg presented the Board with updates and ideas for the 2019 election for the mailings, outreach, and advertisements for vote by mail.

The Board thanked her for the suggestions and ideas, and agreed to suggest some edits and comments.

City of Rockville IT Update

IT Manager Janet Hare and staff Willie Cho presented a demonstration of the online Campaign Finance Report and how DocuSign can be used for the required signatures on the forms.

The Board agreed that the instructions would need to be very clear on areas such as balance forward from last report; track reports; and include due dates for the candidate/treasurer.

Post Discussion – Tour at Montgomery County Board of Elections

The Board thanked Ms. Ferrell for scheduling the tour at the County during their canvass.

Chair Neuman and Boardmembers said that it was very good experience to see how the County runs canvassing.

Review and Discussion – December 3 Presentation

The Board reviewed and discussed final draft of the Mayor and Council presentation for December 3.

The City Attorney’s office provided copies of the proposed code amendments for the Board’s review, comments and edits.

After a lengthy discussion on the proposed code amendments, the Board agreed to provide edits and speak at the Public Hearing on December 10.

Note: Boardmember Dawson left the meeting at 11:15 a.m.

There was no old/new business.
