City of Rockville Cultural Arts Commission met Oct. 10.

Karen Askin, Acting Chairperson, called the meeting to order at 7:05 p.m. in the Black Eyed Susan Room at Rockville City Hall.

Re: Approval of the Minutes

The Cultural Arts Commission unanimously approved the minutes for the September 12, 2018 meeting.

Re: Chairperson’s Report

None.

Re: Councilmember Report

Councilmember Pierzchala reported that he presented the Proclamation for National Arts and Humanities Month at the meeting of the Mayor and Council on October 8. He reported on the meeting regarding Rockville Town Square that was held on October 9. He requested that staff earmark funds for the results of the Arts and Culture Study in the operating budget for Fiscal Year 2020.

Re: Staff Report

Betty Wisda reported the following items.

1. Staff met with the City Manager and the Deputy City Manager to provide an update on the selection process and the recommendation of the Art Review Panel for the Underpass at Park Road Art Project on September 20.

2. The Rockville German Band, an ensemble of the Rockville Concert Band, performed at the Rocktobierfest on October 6 in Rockville Town Square Plaza.

3. The Mayor and Council presented a Proclamation Declaring October as National Arts and Humanities Month to Cultural Arts Commissioners and Arts Programs Supervisor at their meeting on October 8. At this meeting, the Mayor and Council approved deaccession of three Art in Public Places sculptures.

4. The RFP for the Arts and Culture Study was posted on September 27 with a deadline for submission on October 30.

Re: Task Force/Committee Updates

Art in Public Places

George McHugh, Chairperson, reported that a meeting of the Art in Public Places Committee was held on October 2 to discuss the Rockville’s Art in Public Places 40th Anniversary Exhibit.

Culture and Entertainment Plan

No Report.

Re: Chairperson for Cultural Arts Commission

The Cultural Arts Commission recommended that Karen Askin be appointed to be Chairperson. Betty Wisda will forward the recommendation to the City Clerk’s Office.

Re: Old Business

The Cultural Arts Commissioners discussed the email from Tim Nixon regarding inviting arts organizations to future meetings of the Cultural Arts Commission. Jesse Marciniak moved to create a Culture and Arts Organization Committee to determine an implementation plan for interested arts organization to present information to the Commissioners. The motion was seconded. The Cultural Arts Commission approved the creation of this committee. Jesse Marciniak offered to be the chairperson of this committee and Karen Askin offered to serve as a member of this committee. Jesse Marciniak will reach out to Tim Nixon and Patricia Dubroof to see if they are interested in serving on this committee.

Re: New Business

Jesse Marciniak reported that he has met with representatives from Rockville Little Theatre, Victorian Lyric Opera Company, Rockville Musical Theatre as well as Paige Janzen, the City’s Superintendent of Community Facilities. Councilmember Pierzchala offered to meet with the representatives of the resident companies of the F. Scott Fitzgerald Theatre. Jesse Marciniak will schedule this meeting.

Karen Askin asked staff to check with the City Clerk’s Office regarding the noted two- year term that appears on the Cultural Arts Commission page on the City’s website.

Re: Next Meeting

The next meetings will be held at 7 p.m. on Wednesday, November 14 in the Diamondback Terrapin Room at Rockville City Hall.
