City of Rockville Cultural Arts Commission met Nov. 24.

Karen Askin, Chairperson, called the meeting to order at 7:02 p.m. in the Diamondback

Terrapin Room at Rockville City Hall.

Re: Approval of the Minutes

The Cultural Arts Commission unanimously approved the minutes for the October 10, 2018 meeting.

Re: Chairperson’s Report

Karen Askin welcomed Commissioners and the applicant interested in serving on the Cultural Arts Commission. She talked about the importance of keeping notes to stay up to date with meeting information. Patricia Dubroof volunteered to take notes for the Commissioners.

Re: Councilmember Report Re: Staff Report

Staff reported the following items.

a. Under the direction of John Saint Amour, the Rockville Concert Band performed the “100th Birthday of Leonard Bernstein” concert to a standing room only audience on October 14 at the F. Scott Fitzgerald Theatre.

b. The F. Scott Fitzgerald Literary Festival honoring Pulitzer Prize winner Richard Russo was held on October 20 at Richard Montgomery High School.

c. Liliane Blom and Therese Capal helped Betty Wisda with the hanging of the Rockville’s Art in Public Places 40th Anniversary Exhibit on October 23. The exhibit will be on display on the second floor of Rockville City Hall through December 31, 2018.

d. The City of Rockville Recreation and Parks Arts Division and Paul Waclo received a Peerless Rockville 2018 Award in the public art category on November 2 for the “An Eagle and Two Bears”, the tree carving art project at Horizon Hill Park.

e. There is a change in the staff responsible for the Cultural Arts Commission. Staff liaisons assigned to City’s commissions or boards are usually at superintendent level or at a higher level so Andy Lett will be the liaison. Betty Wisda will continue to work with the Cultural Arts Commission’s Art in Public Places Committee. Laura Creech, Recreation Services Administrative Specialist, will take minutes.

f. The position of Recreation and Parks Specialist: Arts, Culture and Events is on indefinite hold while multiple positions are being reviewed by the City Manager’s office.

g. The completion date for the ADA Parking Construction Project for Glenview Mansion has been extended to the end of April 2019.

h. Staff will meet with members of the Mayor and Council to provide an update on the Underpass at Park Road Art Project.

i. The process for the Request for Proposals for the Arts and Culture Study is moving along.

Re: Task Force/Committee Updates

Art in Public Places

Liliane Blom made a motion to recommend a significant work of art with an all-inclusive budget of $250,000 for the grounds of Thomas Farm Community Center facing the intersection of Route 28, W. Gude Drive and Key West Avenue. Therese Capal seconded the motion. Motion was approved (9-1).

Culture and Arts Organization Committee

The Cultural Art Commission welcomed presentations from Peerless Rockville, Victorian Lyric Opera Company and Rockville Art League.

Re: Cultural Arts Commission Representative for Civic Center Subcommittee

A motion was made and seconded for Tim Nixon to be appointed to serve as the Cultural Arts Commission representative on the Civic Center Subcommittee. Motion was approved (10-0).

Re: New Business

The Commissioners will use the email address of Rockvillecac@gmail.com to send communication on behalf of the Cultural Arts Commission.

Jesse Marciniak asked staff to check with the City Clerk on the City’s policy on the number of meetings a Commissioner can be absent before being removed from the Commission.

Chairperson Askin suggested that the meetings of the Cultural Arts Commission be scheduled at 6:30 p.m. No decision was made to change the time of the monthly meeting.

Re: Next Meeting

The next meetings will be held at 7 p.m. on Wednesday, December 12 in the Diamondback Terrapin Room at Rockville City Hall.
