City of Gaithersburg Mayor and City Council met Oct. 22.

Here is the minutes provided by the council:

1. CALL TO ORDER

The Work Session of the Mayor and City Council was called to order at 7:30 PM with Mayor Jud Ashman presiding.

2. ANNOUNCEMENTS

Mayor Ashman noted and thanked Scout Troop 1760 for being in attendance to observe the proceedings of the Mayor and City Council work session.

A. Council in the Communities

Announced that the Gaithersburg Mayor and City Council plans to conduct a Council in the Communities meeting on Wednesday, October 24, 2018, 7 p.m. at Lakelands Park Middle School, 1200 Main Street, Gaithersburg, Maryland. The meeting is being held for residents in and around Darnestown Road, Great Seneca Highway, and Quince Orchard Road including:

 Apartments: Beacon Place, Courts of Devon, Kentlands Manor

 Condominiums: Bozzuto, Colonnade, Copperfield Crossing, Cross Green, Heathwalk Mews, Main Street, Market Street, Kentlands I-V, Kentlands Crafstar, Kentlands Ridge, Kentlands View, Orchard Ridge, Quince Orchard Park I & II

 Neighborhoods: Kentlands, Lakelands, The Orchards, Quince Orchard Park, Vistas at Quince Orchard Park

B. Aging in the Community Event

Announced that members of the City Council of Gaithersburg plan to attend to observe two discussions about the “Challenges and opportunities for the Aging Population in the Community” hosted by Kentlands Community Foundation and the City of Gaithersburg Planning and Code Administration Department on Tuesday, October 23, 2018:

 2:00 pm - Kentlands Clubhouse, 485 Tschiffely Square Road, Gaithersburg, Maryland 20878 (Closed Session)

 7:30 pm - Gaithersburg Arts Barn, 311 Kent Square Road, Gaithersburg, Maryland 20878 (Open to the Public)

The purpose of the events are to engage in a discussion about aging population in Gaithersburg. For more information about the event contact: Ruthzaly Weich at ruthzaly@gmail.com.

3. DISCUSSION TOPICS

A. Update and Staff Guidance on Building Design Related to Parkland at 10901 Darnestown Road (former CPSC site)

Deputy City Manager Enslinger provided background regarding the site and its acquisition. He presented concept designs for the parkland at 10901 Darnestown Road, including a review of 100% schematic design for both the parkland and reuse of the existing building. Three options were provided for the building exterior along with design constraints and budget/overall cost estimates. Staff discussed the limitations associated with reuse of the existing building and indicated that staff recommended not reusing the building. Based upon this recommendation he provide the Council with several options regarding how to proceed with the park site development.

Based on input from the Mayor and City Council, staff was directed to consult with architects and engineers and provide the City Council with options regarding the development of a new building. In addition, staff will provide a new timeline for construction of the parkland portion of the project. The general consensus of the Mayor and City Council was to make the building a future capital improvement project rather than include it as part of the overall parkland development.
