CITY OF ROCKVILLE: Rockville Councilmember Julie Palakovich Carr to Step Down

Local gov stock 01

City of Rockville issued the following announcement on Nov. 8.

Julie Palakovich Carr, serving in her second term as a Rockville councilmember, has announced she will resign her office, effective Jan. 8. Palakovich Carr was elected Nov. 6 to represent District 17 in the Maryland House of Delegates, which includes Rockville. She will be sworn in Jan. 9.

“It has been a great honor to represent the people of Rockville on the City Council,” Palakovich Carr said. “I will take everything I’ve learned in City Hall to Annapolis to represent the people of District 17.”

Palakovich Carr was first elected to the City Council in 2013 and re-elected to a four-year term in 2015. She was the youngest woman ever elected to the body. Before being elected to the Rockville council she served on the city’s Environment Commission and chaired the Adequate Public Facilities Ordinance Review Committee.

Palakovich Carr’s vacated City Council seat will be filled by a special appointment process to be conducted by the remaining members of the Mayor and Council. The Mayor and Council are considering amendments to the city code that would establish the process to fill a mayor or councilmember vacancy. Public hearings on the proposed amendments will take place at 7 p.m., Monday, Nov. 19 during the regularly scheduled Mayor and Council meeting, at City Hall, 111 Maryland Ave.

At the same meeting, amendments to the charter will also be considered, but those charter changes will not affect the appointment process for Palakovich Carr’s vacant seat.

To testify Nov. 19, call 240-314-8280 by 4 p.m. the day of the hearings or by submitting testimony in writing to cityclerk@rockvillemd.gov or City Clerk’s Office/Director of Council Operations, City Hall, 111 Maryland Ave., Rockville, MD 20850. For more information about the proposed changes, go to www.rockvillemd.gov/AgendaCenter and select the Nov. 19 agenda materials.
