• Introduced Annexation Resolution No. AR-01-2018 – Authorizing the Annexation to the Town of Kensington of approximately 12.585 acres of land located adjacent to the present corporate limits of the Town located north of the center line of Perry Avenue to University Boulevard and certain interior and adjacent rights-of-ways therein. The Public Hearing will be held on August 13, 2018, 7:00 pm.
• Introduced Annexation Resolution No. AR-02-2018 – Adopt an Annexation Plan for the Annexation of approximately 12.585 acres of land bounded by Perry Avenue, St. Paul Street, and University Boulevard West and certain interior and adjacent rights-of-way. • Adopted Resolution No. R-11-2018 – A Resolution of the Town Council authorizing the Town Manager to extend an existing contract with NZI Construction Inc., for the resurfacing of certain Town Streets.
• Adopted Resolution No. R-12-2018 – A Resolution of the Town Council authorizing the Town Manager to extend an existing contract with Maier Warner Public Relations, LLC, to serve as the Marketing and Public Relations representatives for the Town.

Mayor Furman presented a Mayoral Proclamation to Joe Ralston for his courageous act of rescuing a person from a burning sailboat along the South River on June 6, 2018.
Mayor Furman presented a Mayoral Proclamation and Flinn Park brick to Council Member McMullen in honor of his ten years of service on the Kensington Town Council.
Council Member McMullen thanked his wife and children, along with Mayor Furman, the Town
Council, and Town staff for their support and dedication to the Town during his time on the Council.
Delegate Carr presented a State Citation to Council Member McMullen on behalf of the District 18 Delegation in appreciation of his service
From the Mayor and Town Council
Council Member Crimmins reported that the Greenscape Committee met at Howard Avenue Park to discuss both short and longer term improvement projects, to include: adding a hose bib to the drinking fountain; and relocating the pergola. Mr. Crimmins also noted that the Town received notification that the St. Paul Park pavilion grant has been submitted to the Board of Public Works for approval, and the Town may begin the planning process for the pavilion.
Public Appearances
Al Lacey requested that a pedestrian crosswalk sign be installed at the intersection of Fawcett and Mitchell Street, as vehicles do not slow down for pedestrians.
Mayor Furman requested Council Member Bartram place the issue on the next Traffic Committee agenda.
Jack Gaffey stated that a crosswalk is needed to Howard Avenue Park; and questioned the suggested relocation of the pergola at Howard Avenue Park.
Mayor Furman stated that moving the pergola is just a suggestion and the Greenscape Committee will continue to review options for Howard Avenue Park.
Tim Weir noted concerns about the crosswalk along University Boulevard at Perry Avenue and requested that the Town have officers enforce the crosswalk instead of spending money on political agendas and speed humps that were not needed on Dupont Avenue.
The Council discussed the crosswalk and confirmed that it was the responsibility of the State Highway Administration and would not fall within the Town’s additional enforcement activities. The Council stated that they would contact the appropriate authority on reviewing Mr. Weir’s concerns.
Jack Gaffey suggested that when the entrance sign is replaced within the median, that it be lowered to help with visibility.
Mayor Furman reminded Residents of the 23rd Annual Bike Parade on Wednesday, July 4th, and thanked Mark Hudson, McEnearney Associate Realtors, for once again hosting the event; Mayor Furman also thanked everyone for coming out for the June 4th Town Election; noted the new website is up and running and that additional pictures will be added in the next few weeks; and thanked Council Member Crimmins for all of his help on the website.
Ordinances, Resolutions, Regulations
Annexation Resolution No. AR-01-2018 – A Resolution authorizing the annexation to the Town of Kensington of approximately 12.585 acres of land located adjacent to the present corporate limits of the Town located north of the center line of Perry Avenue to University Boulevard and certain interior and adjacent rights-of-way was introduced. The public hearing was set for August 13, 2018. See Council Actions.
Town Manager Daily stated that he received a signed petition meeting State law requirements, as it was signed by at least 25 percent of the registered voters and at least 25 percent of the assessed valuation property owners who live within the proposed annexed area. Mr. Daily thanked the Residents involved with the petition and the Annexation Committee; and noted that he would be sending out notification to all of the property owners in the proposed annexation area.
Annexation Resolution No. AR-02-2018 – A Resolution to adopt an annexation plan for the annexation of approximately 12.585 acres of land bounded by Perry Avenue, St. Paul Street, and University Boulevard West and certain interior and adjacent rights-of-way was introduced. The public hearing was set for August 13, 2018. See Council Actions.
Resolution No. R-11-2018 – A Resolution authorizing the extension of an existing contract with NZI Construction for resurfacing additional Town Streets was presented. See Council Actions.
Town Manager Daily stated that $340,000 has been appropriated from FY19’s CIP Budget for street reconstruction, which will need to be added to the existing contract. Mr. Daily noted that he is still waiting on an estimate for work along Detrick Avenue; however, he asked that the Council move forward with the Resolution.
Mayor Furman noted that the Town received an email opposing the extension of a contract with NZI Construction, Inc, and requested that the Town bid out the project.
Town Manager Daily stated that he reviewed current bid contracts with both Montgomery and Prince Georges Counties, and after speaking with Jack Nazario, NZI Construction, determined that it was more cost effective to extend the existing contract with the same terms and conditions then to open the project up to bidding.
Council Member McMullen stated that the Town has developed a relationship with NZI Construction over the years and that although there have been isolated issues, NZI has been very responsive after being notified of existing problems. Mr. McMullen noted that he supported the Town’s relationship with NZI and recommended proceeding with extending the contract.
Resolution No. R-12-2018 – A Resolution authorizing the extension of a contract with Maier Warner Public Relations, LLC, to serve as marketing and public relations representatives for the Town was presented. See Council Actions.
Town Manager Daily stated that Mayor Furman has been working with Maier Warner on different work items and that this has been provided, along with the agreement, to the Council for review.
Council Member Bartram clarified that the list of a la carte items on the proposal may or may not be completed, or may be changed.
Jack Gaffey suggested Explore Kensington bumper stickers.
Leslie Olson clarified the coverage area of Maier Warner’s marketing mailers.

Council Member Bartram moved to approve the Town Meeting Minutes from May 14, 2018. The motion passed unanimously. Council Member McMullen abstained.
