Town of Brookeville Planning Commission met April 10.

Here is the minutes provided by the Commission:

Planning Commission Members:

Present: Harper Pryor, Garrett Anderson, and Miche Booz

Absent: Chris Scanlon, Stefan Syski

Proceedings: Meeting called to order at 7:30 p.m. by Chair, Harper Pryor

Minutes: The March 6, 2018 meeting minutes were approved

Permit Approvals: none

Other Business:

Inn at Brookeville: Harper Pryor reached out to Commissioner Sue Daley to contact the Inn at Brookeville for a status update on their project. There was a discussion about the on-going work on the Inn’s property and the conservations easements. Garrett Anderson tried to reach out to the Inn’s owner with no return phone call.

Comprehensive Plan:

The Maryland Certified Local Government (CLG) grant application: Sandy Heiler relayed the Town’s request for the HPC to apply for this grant on behalf of the Town. Rebeccah Ballo, Supervisor of the Historic Preservation Office, felt there was insufficient time to gather all the required information needed to apply for the grant. Harper Pryor reached out to Nell Zeihl, MHT, to research a new approach to employ a planning expert to help structure the post-ByPass era in the Comprehensive Plan update.

Preliminary Consultants: 15 High Street; Miche Booz recused himself; he is the architect for this project. The current zoning for this property is Historic Village Commercial, which allows limited uses of the building with no mention of a market / café. The new owners of 15 High Street, Tim and Julie Hussman, discussed their plans for the property and protentional uses of the building. The building will take a few months to clean out. The Hussman’s are relocating from California, and any use of the building will be after they settle in Maryland. They envision a community-oriented, walkable business that integrates into the community. They want the community to support them and do not want to start any conflict over the potential use of the building. They would like to hear from the community about what type of business they would like to see in the building. The BPC shared some concerns about traffic in / out of the property, parking, and trash & recycle service if used as a café. The Hussman’s will write up a proposed use of the building for the BPC to consider as early as the September BPC meeting.

Chris Scanlon drafted a Historic Use Permit for the Town. There was a discussion about the signs at 1 High Street. When the new owner purchased the building, the use changed and the Town did not ask them to fill out a Historic Use Permit.

There was a discussion about if a text amendment to the zoning was needed for 15 High or if the zoning ordinances would need to be updated.

The next BPC meeting is Tuesday, May 1st at 7:30 pm.
