Town of Poolesville Town Commissioners met Aug. 6.

Here is the minutes provided by the Commissioners:

CALL TO ORDER:

President Brown called the meeting to order at 7:30 p.m. Commissioners Klobukowski and Dickerson were in attendance along with Town Attorney Jay Gullo, Town Engineer John Strong and Town Manager Wade Yost.

PLEDGE OF ALLEGIANCE:

Commissioner Klobukowski led the Pledge of Allegiance.

ANNOUNCEMENTS:

Commissioner Klobukowski announced that he had a conversation with the JPMS Principal regarding the Ag curriculum, He had a follow-up discussion with SHA reps from MML and the Rt 28 bridge repair/rehab ready by 2020.

Commissioner Dickerson announced that she had spoken with Keith Miller, Revenue Authority regarding the Grape Crush Facility, which may be open by the end of 2020.

OPEN FORUM:

APPROVAL OF MINUTES:

Commissioner Klobukowski moved to approve the minutes of July 9, 2018. Seconded by Commissioner Brown. Motion carried 2-0-1, with Commissioner Dickerson abstaining.

NEW BUSINESS:

UMCVFD July 4th Report – Jeff Eck

Mr. Eck provided the Commissioners with a very detailed report of the event. The Commissioners thanked the department for all their hard work. A discussion ensued on how to improve the food vendors.

Appointments to Boards and Commissions

The Commissioners reviewed the 3 volunteer applicants for the 4 open Board of election positions. Commissioner Klobukowski motioned to appoint Amy Beal, Karen Anderson and Violeta Lotuaco to the Board of elections. Seconded by Commissioner Dickerson. Motion Carried 3-0.

FY18 Budget Close-Out

Manager Yost provided a presentation of the Close-Out. After the presentation a short discussion took place. Commissioner Dickerson motioned to adopt the FY18 Close-Out. Seconded by Commissioner Klobukowski. Motion carried 3-0.

OLD BUSINESS

Fisher Avenue Road Transfer Agreement

Manager Yost presented the State’s standard Road Transfer Agreement, which allows for the road to be taken over in an “as is” condition. Yost proposed that the Commissioners consider several improvements that coincide with the latest Fisher Avenue Streetscape Plan. After a brief discussion, it was determined that the best course of action was to receive the ARRO presentation on August 20 including cost opinions and then finalize requested improvements.

TOWN MANAGER REPORT

Manager Yost informed the Commissioners that several water valves in the Westerly Subdivision would be replaced within the next month, Town Auditors would be reviewing documents the week of August 13, Campbell Park asphalt trail and several road patches would be taking place and the Town had received over 15 inches of rain within the past few weeks, which had caused some operational issues but staff handled without incident.

COMMITTEE REPORTS:

PLANNING COMMISSION

Manager Yost announced that the next meeting was on August 15th.

PARKS BOARD

Commissioner Dickerson reported that the Board had reviewed a Global Senior Project for pollinator beds in Campbell Park. EVENTS COMMITTEE

No Report.

SCHOOL LIAISON

Commissioner Klobukowski the upcoming Multi-Use Facility Committee meeting to take place on August 8th.

ADJOURNMENT

A motion was made to adjourn by Commissioner Klobukowski, seconded by Commissioner Dickerson. Motion passed 3-0.
