Town of Poolesville Town Commissioners met April 16.

Here is the minutes provided by the Commissioners:

Call To Order:

President Brown called the meeting to order at 7:30 p.m. Commissioners Dickerson, Radigan, Stump and Klobukowski were in attendance as well as Town Attorney Jay Gullo, Town Engineer John Strong and Town Manager Wade Yost.

Pledge Of Allegiance:

Commissioner Klobukowski lead the pledge.

Announcements:

Commissioner Brown announced the Falcon’s 2A State Champion Girls’ Basketball Team along with Coach Fred Swick. The Commissioners presented the Team and Coach with proclamations and honored them with praise for their accomplishments.

Current Montgomery County Councilmember and County Executive Candidate Roger Berliner addressed the Commissioners and residents. Roger has called Montgomery County home for over 28 years. Roger has been heavily involved in Democratic politics nationally for over two decades. He is well known for his commitment to finding common ground. He served on the Board of Directors of the internationally renowned non-profit, Search for Common Ground; hosted an award-winning TV show called “Search for Common Ground in Montgomery County” and served on the board of advisors to the Interfaith Conference of Metropolitan Washington.

Commissioner Klobukowski announced that on April 12th, on behalf of MC MML Chapter, he testified before the MC Council concerning tax duplication payments.

Commissioner Dickerson announced that on April 28th Helping Hands would be working on a project in Town.

Open Forum:

Tom Kettler announced that the up-lighting fixture located at the “Old Bank Building” had been removed. He also informed the Commission that the mural paintings on Basset’s had begun.

Approval Of Minutes:

Commissioner Klobukowski motioned to approve the minutes of March 19, 2018 with amendments and Executive Minutes. Commissioner Radigan seconded the motion. Motion carried 5-0.

New Business:

FY 19 Budget Presentation

Manager Yost presented the FY 19 Proposed Budget and Tax Rate. (Available online)

Commissioner Stump motioned to set a Public Hearing on Ordinance No. 210 – FY 2019 Budget and Tax Rate on May 7, 2018, 7:30 pm. Seconded by Commissioner Dickerson. Motion carried 5-0.

Old Business:

Montgomery County Road Take-over

Attorney Gullo provided an overview of the Quit Claim Deed documentation required for the transfer of Westerly Rd, Hughes Rd and West Willard Rd from the County to the Town.

After a discussion on the merits of the transfer, Commissioner Stump motioned to approve the transfer. Seconded by Commissioner Dickerson. Motion carried 4-1 with Commissioner Klobukowski in opposition.

Town Manager’s Report:

Manager Yost discussed Spring activities underway by the parks staff and planned projects.

Committee Reports:

Planning Commission – Commissioner Stump reported that the Board would be meeting on the 25th and Dunkin Donuts and Streetscape were on the agenda.

Parks Board – Commissioner Dickerson reported on the past meeting

Events Committee – Commissioner Radigan discussed the Poolesville day meeting and politicians in the parade.

School Liason – Commissioner Klobukowski announced that on this Thurs April 19, MC MML Chapter would be meeting at St. Paul Episcopal Church in Laytonsville at 6:30 pm. He also mentioned that he would like to invite Dave Miller to speak to the Commission on developing an agricultural program at PHS. He reported that the PHS multi-use facility committee had met and were working with Van Eperen to develop strategies.

Commissioner Klobukowski and Brown also discussed a bridge dedication ceremony for Cpl Bosselman, which be in two parts. One part at or close to the Rt 355 Bridge over the Monocacy River and the other at Whalen Commons on Saturday May 26th.

Adjournment:

A motion was made to adjourn by Commissioner Dickerson, seconded by Commissioner Klobukowski. Motion passed 5-0.
