3. DISCUSSION TOPICS
A. Short-term Rentals (Airbnb-type properties) versus Hotels: Regulation and Tax Revenue Implications
Those present discussed licensing and taxation of short-term residential rentals, focusing on issues that included health & safety of hosts and guests, impact upon neighborhoods, revenue-generating opportunities for landlords, duration and frequency of rental activity. Suggestions included establishing a licensing fee equal to the estimated median tax revenue properties generate (as an alternative to a room tax), waiving a licensing requirement on properties that rent for fewer than a threshold of a few days per year, and limiting regulation. Health and safety, maximum days offered for rental per year, and parking were generally deemed to be items that likely require regulation.
