Allegany County Personnel Committee met July 18.

Call to Order: The meeting was called to order at 3:08 p.m. by Committee Chairman Steven Havey.
Approval of Minutes
A motion was made by Legislator Root, seconded by Legislator Graves, and carried to approve the Personnel Committee minutes of June 20, 2018.
Position Title Change
Personnel Officer H. Robert Budinger requested a resolution to change the title of Human Resources Specialist to Deputy Personnel Officer. The current Human Resources Specialist acts as deputy in many of her duties but needs formal authorization for some others. This change in title gives this employee the legal authority to act as the Personnel Officer in his absence. Mr. Budinger noted that all of our contiguous New York State counties also have a Deputy position in their Human Resources office. Mr. Budinger also requested that the Deputy Personnel Officer title remain non-unit, grade 7; however, be allowed to skip to step 7 on January 1, 2019, rather than step 6. Legislator Graves asked if the extra money is coming out of Mr. Budinger’s budget. Mr. Budinger stated he has included the additional money in his 2019 Budget. Legislator Healy stated creating a deputy in the Human Resources office seems like the prudent thing to do regardless of Mr. Budinger’s impending deployment. This request was approved on a motion made by Legislator Graves, seconded by Legislator Root, and carried. Prepare Resolution
Referral from Public Safety Committee
The Sheriff’s Office requested a resolution to create the position of Junior Accountant (Non Union, Grade 11, Step: 7) in the Sheriff’s Office. This position is needed to assist the Sheriff’s Office Accountant with his current workload to help reduce his overtime. The position is anticipated to be 15 hours a week at the hourly rate of $19.08. The estimated salary for the remainder of 2018 is $7,442.50 with benefits estimated at $1,721.45. Legislator Burdick asked if they anticipate that the current Accountant will continue to have overtime. Sheriff Whitney stated, yes, he anticipates there will still be some overtime accumulated. This request was approved on a motion made by Legislator Graves, seconded by Legislator Stockin, and carried. Prepare Resolution to create the position and refer to Ways & Means to fill
Cancer Bill for Firefighters
Workers’ Compensation Executive Secretary Heather Bedow stated that she has met with Rich Ewell of Richardson & Stout, a divisions of Evans Agency, and he has proposed that they write one large policy that includes all fire departments and have the County facilitate it. Mrs. Bedow continued that they are unsure if they will be allowed to have a “lumped” policy, and they are currently at a standstill until they receive more information. Chairman Crandall stated the consideration the committee needs to take is how this can be handled with our Workers’ Compensation Plan and be a savings to us. Mrs. Bedow stated it has to be separate from the Workers’ Compensation Plan. Clerk of the Board Brenda Rigby Riehle noted that it was put out for other agencies to offer proposals as well. A motion was made by Legislator Graves, seconded by Legislator Root, and carried to table the discussion until additional information is received.
