City of Takoma Park Ethics Commission met March 5.

Here is the minutes provided by the Commission:

Meeting called to order 7:31 pm.

Present: Michael Richards (Chair), Art Gary, Ellen Maidman-Tanner, Patricia Murphy (via phone)

1. Discussed minutes from last meeting on September 19, 2016. Minutes were circulated via email after that meeting but had not yet been approved by Commission vote. Could not establish whether minutes from meeting prior to August had been circulated and approved. Commissioner Gary will try to gather all and present at next meeting for review and approval.

2. Briefly discussed new state legislation mandating certain changes to the City Ethics Ordinance, which became available just before the meeting. Chair Richards circulated communication from City Attorney Sigman explaining the new legislation, recommending certain changes to Ethics Ordinance, and recommending against optional amendments. Substantive discussion tabled until next Commission meeting, at which Commission will determine how to advise the City Council on City Attorney Sigman's recommendations for implementing the new legislation.

3. The Commission has received a request for an Advisory Opinion from a Member of the City Council. Commission went into Executive Session to discuss the request and consider how to respond. Commissioner Gary proposed that the Commission ask City Clerk to request further information from the City Council Member in order to be able to provide a complete response to the request. Commissioner Maidman-Tanner moved to accept the proposal; Commissioner Murphy seconded; unanimously approved.

4. Next Commission meeting set for April 4 at 7 pm.

5. Commissioner Maidman-Tanner moved to adjourn meeting at 8:10 pm. Commissioner Murphy seconded; unanimously approved.
