City of Rockville Board of Supervisors of Elections met March 27.

Boardmembers Present: Chair Lois Neuman, Sabrina Dawson, Graham Johnson, Stephen Weiner and Melissa Jackowski by phone
City Staff Present : City Clerk/Director of Council Operations Kathleen Conway, Deputy City Clerk Sara Taylor-Ferrell, City Attorney Debra Daniel and Sr. Assistant City Attorney Jodi Schulz
Convene and Welcome
Chair Neuman convened the meeting at 6:00 PM and welcomed all those present.
Approval of Minutes
Motion: to approve the minutes of March 22, 2018 as amended.
Moved by Boardmember Johnson, seconded by Boardmember Dawson and approved unanimously.
Questions to the Board
There were no questions to the Board.
Review of Code Changes
The City Attorney’s Office reviewed with the Board the draft ordinance and whereas clauses for the proposed amendments to the City Code Chapter 8 “Elections” for the Board’s final edits and comments.
Update – Cost and Communications Plan
Chair Neuman reported on the 2019 projected election costs for the Board’s comments and suggestions.
The Board decided to attach a narrative for both the communications and preliminary cost for the Mayor and Council presentation along with the attached information for April 9 as there is unknown cost until a method of voting has been adopted.
The City Clerk/Director Council of Operations and Legal Office will work on the Board’s presentation for final and share with the Board by the end of the week.
Boardmember Dawson spoke on a one-page draft of messaging points for review by the Board for comments and suggestion on Vote -By-Mail.
