Rockville saw Medicaid payments totaling at least $430,231 in 2024 for services billed with HCPCS codes that specifically referenced COVID-19, based on data from the U.S. Department of Health and Human Services Medicaid Provider Spending database.

Medicaid is a state-operated public health insurance program that receives funding from both federal and state governments. It provides coverage for individuals and families with low incomes, as well as seniors, children and people with disabilities, making it a key part of the U.S. health care system.

Since Medicaid is publicly funded by taxpayers, changes in local billing levels reflect how public health care resources are distributed within a community.

This review identified COVID-19–related services using HCPCS codes designated as “COVID-19” or “coronavirus”-related based on billing descriptions or related datasets. Therefore, figures only include services specifically coded as COVID-related, excluding pandemic care billed under more general or other codes.

Rockville reported the highest Medicaid payments for COVID-19 services statewide in 2024.

In 2024, eight providers in Rockville made Medicaid claims for COVID-19–related services. COVID-19 Vaccine Administration was among the top-billed codes, amounting to $335,447.

On average, Medicaid payments for COVID-19–related services per provider in Rockville reached $53,779, surpassing the state average of $24,157.

Throughout the pandemic, Medicaid payments for COVID-19-specific services contributed to noticeable growth in Rockville’s Medicaid spending.

Total Medicaid payments across all other claim categories jumped by $52,678,422 from 2020 to 2024, marking a 44.5% rise.

In the two years before the pandemic, the average annual Medicaid payments in Rockville were $64,155,598.

According to the Centers for Medicare & Medicaid Services, federal and state Medicaid spending together reached approximately $871.7 billion in fiscal year 2023, making up about 18% of total national health expenditures, up significantly from $613.5 billion in 2019 before the onset of COVID-19.

This increase marks roughly 40% growth in only a few years, largely driven by higher enrollments and increased utilization during and after the pandemic.

Recent federal budget actions under the Trump administration have included prominent proposals to shrink federal Medicaid funding and to reshape the program. The “One Big Beautiful Bill Act,” enacted in 2025, is projected to reduce federal Medicaid outlays by more than $1 trillion over the next 10 years and implements policies such as work requirements and heightened cost-sharing, which could affect eligibility and funding for some recipients. These measures are likely to increase financial responsibilities for states and curtail the pace of federal Medicaid expansion, even as the program continues to serve tens of millions of Americans.
